Mod puts a SO in chat Timer starts for 45 second and a variable of inProgress is set to true If another shoutout is made before the 45 seconds are up they are popped in the stack(array) and given a shoutout when the timer is done and the variable is false This triggers the variable update and timer to start again Could also make timer longer to be able to trigger two shoutouts (!so and /shoutout)
