If accepted the user has the amount added to their running total of what is owed to the other person

- [ ] On the payments section there will be a button to pay a certain amount or all amount owed to a particular person (ex-spouse, grandparent, etc)
- [ ] Once you select how much you want to pay to another person it is pending and the other person needs to get a line item saying incoming payment from another user and they can either reject or accept this payment (if they actually have received this payment). Two scenarios below:
